PHIMA President
I
am honored and humbled to be the President
for PHIMA this year. I am also very
excited to be writing my first newsletter
article for the membership. Much of
this article will be directly quoted from my
acceptance speech.
It is with great pleasure that I
announce to you that the PHIMA Premier
Membership has been eliminated. Your
newly elected Board of Directors unanimously
voted to eliminate this additional dues
assessment effective July 1, 2009. We
wanted to give something back to all of our
loyal membership during these challenging
economic times. Hopefully this
consideration will increase new membership and
strengthen our organization. To receive

active membership with AHIMA and designate
Pennsylvania as your state association. To join

Our first board meeting was just
a few weeks ago; we set goals and plans for our
“Sweet New Adventures” ride.
There are many new adventures and exciting times
on the HIM Radar. Our focus will be to
provide as much quality affordable education as
possible to the membership. A new
committee, Clinical Documentation Improvement in
supporting this goal, will join our two robust
committees, Coding Roundtable and
Education/Program this year. The
committees are working very hard to prepare a
calendar of education sessions throughout the
year, and already working on the agenda for our
annual meeting in May. I encourage
you to read their articles.
We will continue to work with
Pennsylvania Educators and HIM students.
We have student participation on every PHIMA
committee and projects will be assigned.
There are (5) University of Pittsburgh and (3)
Gwynedd Mercy College students.
Please be sure to read the

student Tiria Miller. Remember all
students from any school or programs are
encouraged to participate and submit an article

MENTOR A STUDENT: We all
need to be good stewards of our profession by
mentoring students and new graduates.
These people represent the future of our
profession. Caring professionals mentored
us as we grew and developed. Now we must
be committed to share our combined experiences
to make the HIM profession better, stronger and
more effective than it was yesterday.

Campaign as the year moves ahead. We are
striving for presentations at local and state

We will continue our active
involvement in the Pennsylvania e-Health
Initiative through our Legislative e-Health
Committee. With the passing of ARRA there
has never been a more critical time for HIM
professionals to be “at the table”, as the
healthcare industry continues its migration to
the E-environment. This committee will keep us
on target with developments in ARRA, Workforce
Education, Regional Extension Centers and Local

Your Delegates were busy at AHIMA
Summer Team Talks in Chicago. We learned
that AHIMA’s major initiatives for this year are
ICD-10; the Legal EHR; E-HIM; the American
Recovery and Reinvestment Act (ARRA) and Data
Quality. I hope you will find the time to
read your Delegate’s update in this newsletter
for additional information that was discussed.
During Summer Talks and Leadership Conference we
learned AHIMA has started a search committee for
potential candidates to fill the CEO position.
Linda Kloss, after a fruitful and dedicated
tenure will be stepping down next year when her
contract is up.
That is all I have for now.

will be fun, exciting and full of opportunities

PHIMA August 13, 2009 Board Highlights

The
PHIMA board held its first 2009/2010 meeting on
8/13/09 in Harrisburg, PA. All but three members
were in attendance. We also were fortunate
to have five students participating.
After introductions of all
members, our new president, Fran Guiles,
reviewed her goals and objectives for PHIMA for
2009/2010. Fran has set aside an
ambitious but achievable agenda, including more
student involvement, which was proven to be
achievable at the first meeting with 4 Pitt
students making the trek from Pittsburgh and one
from Gwynedd Mercy.
The 2009 Annual Conference was a
success. Some significant changes this
past year: more vendor exposure time, increased
food quality, all registration was on-line &
went very smoothly, all handouts were provided
on-line. This is becoming the norm with
everyone’s desire to go green. Over 90% of
attendees completed an evaluation. Tying
them to the CEs is a huge help. Nearly all
speakers had above average evaluations.
There are always positive and negative
commentaries. Exhibitors were vocal about
the slow traffic during education sessions.
A task force with a few vendors will be
established to discuss how to make it a win-win
for PHIMA and the vendors. 2010
PHIMA Annual Meeting is scheduled for May 10 -
12, 2010 at the Hershey Lodge for the first time
in many years, with the return of some prior
year traditions, including a key note on the
first evening.
Staying in the category of
education: A one day Fall Retreat was
discussed to provide education for supervisor
level and higher for those who cannot get away
for the 3 day event. There was also much
discussion on whether as an organization we
should offer CE credits to nurses.
Also, our colleagues from WPHIMA are going to
look into establishing a CDI in the western part
of the state. To date, the focus has
been on Eastern part of state. Stay tuned
for more these topics
Finances were a hot topic
including review of the budget from 2009/2009
and things to watch in 2009/2010. In
addition, a Financial Advisory Task Force was
created to review several new reimbursement
policies, including use of credit cards,
reimbursement for AHIMA and host facility
incentives. The financial reserve
policy was also discussed. Speaking
of finances, we learned the PA is one of only
six states that still have Premier Membership.
A vote was taken and these will be eliminated;
the bottom line – YOUR PHIMA MEMBERSHIP is NOW
COMPLIMENTARY as a by product of the AHIMA
membership.
The HOD voting this year will be
primarily surrounding the restructuring of the
number of delegates to the HOD, which could
impact our board with the need to increase our
delegate count by one.
Reports were submitted by all
board members and committee chairs prior to the
meeting ending at 3:50 PM.

President-Elect I had the opportunity to attend
the AHIMA Summer Team Talks and Leadership
Conference in Chicago in July. I was
accompanied by Fran Guiles-President, Eve-Ellen
Mandler-Past President, Joyce Garozzo-Coding
Roundtable Co-Chair, Kathy Arner and Karen Czirr-Delegates,
and Lorri Luciano, Executive Director.
The
Leadership Conference –i Lead - began
with a great and energetic keynote speaker,
Stacey Hanke, she challenged the leadership
members with hands on exercises and presented
the message “Speak To Be Heard!

We are all
very proud of the Association’s achievements
The AHIMA
strategic goals were discussed, the main focus
being on the ARRA and the Upcoming ICD 10
implementation. AHIMA is in the forefront
and will be providing the most pertinent
information to the membership as it becomes
available.
Multiple
concurrent leadership sessions were provided to
enable communication not only with the specific
AHIMA strategic goals but also the opportunity
to discuss successes with other CSAs. The
Pennsylvania team had split up in effort to
obtain the optimal information from each of
these sessions. I personally had the
opportunity to attend six different breakout
sessions, my most interesting and the one which
I felt provided the most benefit was the Board
of Directors Best Practices. This session
had focused mainly on team building, presiding
over board meetings and lots of ideas from CSAs
on successes as well as failures, specifically
with strategic issues.
I am very grateful for the
opportunity to expand my awareness during this
Leadership meeting and Team Talks.
It was a great experience to share with
representatives from around the country and
exchange ideas was exceedingly rewarding.

Auction at PHIMA Annual Meeting
PHIMA
returned to having their (NO SO SILENT) bid
auction again this year. The bidding started out
slow but became fast and furious in a short
period of time. As usual Bob Thomas coaxed a few
extra dollars out of some of the bidders, for a
good cause. The incoming President Fran Guiles
a.k.a. Vanna did a great job showing all the
donated items to the crowd. This years total was
$1638.00 PHIMA wanted to thank all vendors that
contributed to the auction. PHIMA would like to
give a special thanks to A Life Hospital for
their most generous donation. The Gettysburg get
away bed and breakfast received the highest bid
of $268.
A Life
Medical will be featured on the PHIMA website
for having the highest bid. We hope everyone
that attended had fun and will join us next year
in Hershey on May.

Spotlight on your President-Elect
Chris
Parfitt, RHIT –Coding Supervisor for St. Clair
Hospital for the past 4 years. I have more
than 25 years of experience working in the
medical record department. Previous
to working at St Clair I had worked for three
other acute care facilities in coding as well as
transcription and also worked for a major vendor
as Manager for ROI in the Pittsburgh area.
I have been active with WPHIMA for many years
serving in many different capacities including
Publications Chairperson, Publications
Committee, Education Committee, President-Elect
as well as the honor of WPHIMA President.
Also have been involved on the state level
(PHIMA) on the Arrangements Committee and
Co-Chair for the Coding Roundtable.
I am looking forward to the
upcoming year serving as President of
PHIMA and the new challenges that it brings and

Legislative/eHealth Committee

Members
of the Legislative/eHealth Committee attended
the PA eHealth Initiative (PAeHI) meeting August
26, 2009 in Harrisburg. The attendees
noted that the pace of health information
exchange (HIE) activities has increased
dramatically over the past year.
Pennsylvania Health Information Exchange (PHIX)
Phil
Majistro, Deputy Director from the Governor’s
Office for Health Care Reform, presented the
status of Pennsylvania Health Information
Exchange (PHIX). Governor Edward Rendell signed
an executive order creating the Pennsylvania
Health Information Exchange March, 2008.
The goal of PHIX is to create a statewide system
for improving the authorized access to
electronic health information for all
Pennsylvania's health care providers, payers,
and patients. The use of a secure statewide
information exchange can offer necessary
electronic health information to health care
practitioners providing services at the point of
care, improve patient safety, reduce redundant
tests and procedures, and lead to a reduction in
overall health care costs while gaining
efficiency in public health monitoring and
tracking. The PHIX Advisory Council, comprised
of stakeholders from across the Commonwealth,
provides input on strategies, issues and
recommendations.
PAeHI
is recognized as an advisory resource to PHIX,
but does not have membership on the PHIX Board.
Mr. Majistro
noted that the PHIX will be applying for federal
grants as part of the State Cooperative
Agreements to Promote Health Information
Technology. Awards will be made in the form of
cooperative agreements to states or qualified
State Designated Entities (SDEs). The
purpose of this program is to continuously
improve and expand HIE services over time to
reach all health care providers in an effort to
improve the quality and efficiency of health
care. Cooperative agreement recipients
will evolve and advance the necessary
governance, policies, technical services,
business operations and financing mechanisms for
HIE over a four year performance period.
This program will build off of existing efforts
to advance regional and state level HIE while
moving towards nationwide interoperability.
Total funding for this initiative is
$564,000,000. States (including
territories) or their non-profit SDEs may apply,
as designated by the state. No more than
one award will be made per state.
Several HIEs
were reported in various stages of development
throughout PA. Dr. Arif Ali provided a brief
update on the HIE initiative he is leading in
northwest PA. Mark Stevens provided an
update that a HIE in northeast PA is in
development. Two HIEs in central PA were
mentioned, though no specifics were provided.

Summit
The PAeHI,
DVHIMSS, and other organizations are sponsoring
a HIE Summit on November 10, 2009 at the
Philadelphia College of Physicians.
Other legislative updates:
On June 10, 2009 Governor Rendell
signed four health care bills that will reduce
costs, improve access and quality. Three
of the bills were part of the Governor’s
‘Prescription for Pennsylvania’.
The House and Senate had passed
almost identical health care bills and the
Governor had urged them to work in a bipartisan
manner to enact the bills since there was no
disagreement on substance.
The information below is from the
Governor’s office press release, dated 7/1/09:
Senate Bill 189:
This bill was part of the Governor’s Rx for PA
and will allow uninsured, single, adult children
up to age 30 to be covered by their parents’
health insurance plan. Parents must pay the
premiums and the coverage hinges on the
employers’ willingness to offer the benefit to
parents. This bill will go into effect in six
months and coverage will be available on a
rolling basis after that as contracts are
renewed.
According to a 2008 survey by the
Insurance Department, there are 383,298
uninsured Pennsylvanians between ages 19-29,
which accounts for 40 percent of the total
uninsured population. While not all of these
Pennsylvanians would be able to be covered by a
parent’s policy, estimates are that this bill
will increase access to health care for
approximately 15,000 young adults
The Senate bill was sponsored by
Sen. Jake Corman (R) and the HB 838 which
mirrored it was sponsored by Rep. Mark Longietti
(D).
House Bill 84:
Also part of Rx for PA, this bill prohibits
health care providers from seeking reimbursement
for a serious, preventable medical error, often
called “never events.”
Approximately 140 patients who
experience an adverse medical event that might
be both serious and preventable die each year in
Pennsylvania hospitals. The total charges
for the hospital stays in which these deaths
occur amounts to approximately $21.8 million
dollars. Approximately 3,500 other patients a
year survive an adverse event for which charges
are an addition $316 million a year.
In January 2008, the Department
of Public Welfare implemented a policy to
prohibit hospitals to bill Medicaid for 27
"never events," such as operating on the wrong
patient, medication errors that result in death
or disability and bad blood transfusions.
The House bill was sponsored by Rep. Tony M.
DeLuca (D) and a similar bill was introduced in
the Senate by Sen. Donald C. White (R).
House Bill 1089:
Federal COBRA law, which allows those who lose
their jobs to continue paying for health
insurance through their former employers for a
period of time, applies to all employers with 20
or more employees. The concept of providing
continuation coverage to small businesses with
fewer than 20 employees was initially proposed
by Sen. Corman as SB 189. This bill, which was
sponsored in the House by Rep. Robert F. Matzie,
allows employees of small businesses who lose
their jobs to continue receiving their health
insurance at their expense for up to nine
months.
This is particularly important
because the federal stimulus plan permits
employees who lose their jobs and who qualify
for COBRA to receive a federal government
subsidy of 65 percent of the premiums for the
coverage, so long as the employee pays the
remaining 35 percent. So, in Pennsylvania, any
employee of a small business who is terminated
after July 10, 2009, and before Jan. 1, 2010,
will be eligible for the subsidy. Because of the
high cost of individual and continuation health
care coverage, this financial assistance is
critical to helping these individuals to afford
to continue their former employer-based coverage
under Mini COBRA.
Senate Bill 89:
This bill, also supported in the Governor’s Rx
for PA, reauthorizes the Pennsylvania Health
Care Cost Containment Council, or PHC4, which is
broadly acknowledged as the nation’s premier
agency of its kind. The work of PHC4 is critical
to the Rx for PA initiatives for tracing patient
safety and health care quality outcomes, as well
as the cost of hospital acquired infections and
avoidable mistakes. Health care purchasers, such
as businesses and labor unions, use PHC4 data
for plan design and cost and quality
improvements. The agency had sunset last year
without legislative reauthorization and was kept
in operation through an executive order by
Governor Rendell.
A study in the August 2008
American Journal of Medical Quality estimated
that PHC4’s public reporting process prevented
1,500 deaths in one year in just six disease and
treatment categories. PHC4’s own findings
show improvements in hospital care over the past
12 years of public reporting have saved an
estimated 49,000 lives and $1.7 billion in
hospital charges. Since PHC4’s public reporting
of heart surgeries began, the mortality rate for
heart bypass surgery in Pennsylvania has dropped
51.7 percent.
PHC4’s first-in-the-U.S. public
report quantified the cost and associated deaths
from hospital-acquired infections, and resulted
in Act 52 of 2007 which addressed infection
prevention and reduction. After the first year
of implementation of Act 52, the infection rate
in Pennsylvania hospitals dropped 7.8 percent
resulting in an estimated savings of $372
million.
SB 89 was sponsored by Sen.
Patricia H. Vance (R) and a similar bill, HB
173, was sponsored in the House by Majority
Leader Rep. Todd A. Eachus (D).
The
Governor originally signed all four bills on
June 10, 2009.

Clinical Documentation Improvement Committee

The
2009-2010 year brings with it a new PHIMA
committee in the format of the Clinical
Documentation Improvement Program.
Maintaining tradition to stay engaged with new
and evolving programs, PHIMA will now be
offering educational CDIP symposiums throughout
the year and will provide a CDIP track during
the May 2010 annual PHIMA meeting.
The
alignment between PHIMA and CDIP came to
fruition after PHIMA became aware of the
quarterly CDIP educational symposiums being held
throughout southeastern and central
Pennsylvania. In May 2008, The Reading Hospital
and Medical Center originally established and
hosted one of the first organized CDIP
symposiums in Pennsylvania in an effort to
create coordinated educational and networking
processes within the state. Attendees of
various hospitals from the Harrisburg,
Lancaster, Lehigh, Philadelphia and York areas
were invited. Due to the success of this
launch quarterly educational symposiums have
since been held at Well, Jefferson and
Pinnacle Hospitals during the months of August,
November, February and May. Over the past
two years, the CDIP symposiums have grown in
attendance and the program continues to gain the
interest of an ever growing number of clinical
documentation specialists and coders.
Since the
alliance with PHIMA the program has expanded to
a state level with notification of educational
opportunities via e-mail and the PHIMA home
page. Our first PHIMA aligned symposium
was held on August 2009 at Abington Memorial
Hospital, Abington, PA. Topics included
The Role of the Physician Champion, Performance
Outcomes and their Role with a CDI Program,
Final Rule for the ICD-9-CM October 2010
Updates, Identifying Infections in the Medical
Record, and How to Identify Nutrition Issues in
the Medical Record.
The CDIP
committee goals for the next year include
educating members through quarterly traveling
symposiums and a CDIP track at the annual PHIMA
meeting, expanding the CDIP symposiums to
incorporate the western and northern regions of
the state, developing a CDIP networking service
and being a professional resource to its
members.
The CDIP
executive committee members include Paula Frost,
Michele Johnson, Terry Backowicz, Stephen
Bradley, Chris Garey, Lori Lafaver, Vicki Marth,
and honorary member, Brittany Bianco
representing the PHIMA student extern from the
University of Pittsburgh. The co-chairs
are Paula Frost RN, CTR Reading Hospital and
Medical Center and Michele Johnson RN, BSN

Student Highlight - Tiria Miller, CCA
When
I received the PHIMA student representative
position, I was honored to be given the
opportunity to serve.
During the first board meeting of
the year, student representatives were asked to
give their opinions on topics such as the
student recruitment contest and the completion
of RHIT/RHIA surveys. At that moment I knew that
if students felt like there was no connection
between them and PHIMA, this is the farthest
thing from the truth. PHIMA wants student
involvement now more than ever. PHIMA wants to
know what can be done for students today for
them to reach a greater potential in their
careers. As a student representative, my
obligation is to inform students of how
important their relationship is to PHIMA. And in
order for PHIMA to create opportunities for
students to grow, students need to communicate
their ideas and opinions as much as possible.
Being a Gwynedd-Mercy HIT
graduate and continuing onto the HIM program, I
am able to see, on a consistent basis, how
strong relationships make strong futures in the
lives of students and faculty. The small class
size and the dedicated instructors has made all
GMC’s HIT/HIM students excited, prepared, and
willing to go farther and work harder in their
educational and professional endeavors.
As an employee and a student
in HIM, I have the opportunity to use what I
have learned so far and put it into practice on
a daily basis. As an HIM Physician Liaison at
Mercy Philadelphia Hospital, I am focused on
chart completion, maintaining the chart
delinquency rate, and assisting doctors in
completing their delinquent records. My
instructors have given me a well-rounded
background of every area of HIM to handle any
task in a real hospital setting. While
completing my training sessions, I was nervous
but not unknown to the tasks given to me. Every
question that I have, I ask while never being
afraid to want to learn more. And as an employee
and a PHIMA student representative, I can use my
experiences, such as the RAC audits and EHR
implementation to inform others about what can
be accomplished.
Being a student in HIM, having
the chance to work in the field and being
involved within PHIMA are all rewarding
experiences. I am eager and ready for anything
that the future will bring.

Academic
Programs
The B.S. in Health
Information Management program continues to
grow. As of Fall 2009, we have 33 seniors
and 38 juniors; 21 males and 50 females. At our
May 2009 graduation ceremony, we awarded the
Academic Achievement Award to Nikola Saponja,
the Human Relations Award to Joshua Share and
the Professional Excellence Award to Sovoeun
Vann. Our seniors traveled to California,
New York, Michigan, Florida (among other places)
this year for their management internship and
their projects included Cost of Document
Imaging, RAC Audits, Process Improvement, and
Incentive Pay Plans, to name a few. Thank
you so much to all of our HIM colleagues who
continue to make a commitment to educate our
“next generation.” We could not have the
successful program that we do without your time
and expertise.
The M.S. in Health
Informatics (MSHI) starts in Fall 2009 and we
have 18 students enrolled and have already
started to process our Fall 2010 applicants.
The MSHI is a collaborative program for the
College of Health Professions and Social Work (CHPSW),
Department of Health Information Management, and
the Department of Management Information Systems
(MIS) in the Fox School of Business. The
first class includes students from HIM, health
care, business and information technology
professions. The Advisory Board has
representatives from Fox Chase Cancer Center,
Children’s Hospital, Wyeth, Veterans
Administration, Catholic Health East, Siemens,
Thomas Jefferson Hospital and Temple faculty
from the medical school, Fox School and CHPSW.
Cindy Joy Marselis, MBA, MS, RHIA, a graduate of
the HIM program and an associate professor in
MIS at Fox, is the Director of the masters

Research
The faculty
recently participated in the development and
submission of two stimulus grants. In
April 2009, Laurinda Harman participated in the
development of an NIH Challenge Grant, Project
Title “Electronic Health Information Sharing:
Current and Future Ethical Challenges”. It
was a collaborative project with Temple
University, The Ohio State University and Texas
State. It was not funded but is already
being resubmitted to an alternative funding
source.
We are actively
involved in preparing a grant proposal for the
“American Recovery and Reinvestment Act of 2009
- Widespread Adoption of Health Information
Technology (HIT)”. It is a Workforce
Training grant which is due in October 2009.
Maggie Foley and Cindy Marselis are the primary
authors for this grant, although Cathy Flite and
Laurinda Harman are active participants, as well
as many other faculty at Temple and
organizations in the community.

CPHIMA held its final
education session of the 2008-2009 year on June
12, 2009 at Normandie Ridge, York PA. The
event was co-sponsored by Central Pennsylvania
Association for Health Care Quality. The

Following a great 2008-2009
year CPHIMA is ready to gear up for
2009-2010! The CPHIMA board has been
hard at work planning for the upcoming year.
CPHIMA will hold its first education session
of the 2009-2010 fiscal year on September
18, 2009 at Burle Business Park in
Lancaster, PA. Kathy Rivera, RHIT,
CCS, CPC of Rivera Health Information
Consulting, Inc. will present the October
2009 ICD-9-CM diagnosis code, procedure code
and DRG payment system updates. Kathy
has over 20 years of experience in Coding
and Prospective Payment systems. She
has experience as an Associate Director of
Coding and Data Quality for a large teaching
facility for over 10 years.

sessions for those that have a hard time

Nedorost, our new Advocacy chair, is working
on ideas surrounding Hill Day and trying to
increase our presence, not just as a local

consider taking the day and joining us in
Washington DC in March 2010. It
is an amazing experience. You
need not be nervous about what to say or how
to say it as AHIMA staff provide us with
talking points at the orientation held the
day prior.

Goals:
LVHIMA’s transitional meeting took place on
June 14, 2009 at which time three major
goals were identified for the coming year.
1. Focus on ways to
attract new members and volunteers willing
to serve on the Board and/or Committees.
Critical to sustaining and growing our
membership involves querying members in
order to determine and meet their needs.
LVHIMA Board and Committee members are
prepared and eager to meet this challenge
head on!
2. Foster
existing and create new relationships with
area HIT and HIM programs. LVHIMA
seeks to solicit increased applications for
the Kathleen Lynch Scholarship from
all area programs. In addition
offering the student scholarship, an
invitation has been extended to students to
not only attend, but also present at
educational sessions. What a wonder
way to share current information and bridge
the gap between students and practitioners!
3. Bring LVHIMA to the
forefront. This includes updating the
website to offer greater functionality and
enhanced content. Focus is also placed
on attracting sponsors and establishing an
identity for LVHIMA via appropriate
marketing.
