Dear PHIMA Members,
I’m reaching out to you because we are asking for your assistance in a grassroots effort to advance HR 3545 over the next two weeks. PHIMA members who attended the Advocacy Summit this year met with our Pennsylvania representatives and ask them to support and co-sponsor HR 3545, the Overdose Prevention and Patient Safety Act. HR 3545 seeks to align the 42 CFR Part 2 regulation, a law that regulates the sharing of substance use disorder records with HIPAA for purposes of treatment, payment and healthcare operations.
The House Energy and Commerce Committee’s Subcommittee on Health was scheduled to consider HR 3545 as part of their mark-up of some 60+ bills focused on combating the opioid crisis. Ultimately, HR 3545, along with a series of other bills, was not brought up due to bipartisan wrangling on a number of unrelated issues. AHIMA has informed its members that the Committee hopes to mark-up HR 3545 at the full committee level the week of May 14 following a hearing on May 8.
